The principal obligations of PCC's are:To secure the maintenance of the police force, by setting the budget and to secure that the police force is efficient and effective. That individuals use drugs,for whatever reason,is not a matter for police to actively intervene. To suggest the bottom up approach, treat the user and demand on police resources will fall is naive. It fails on the frailty of the individuals involved and the failure to correct the illegal supply of the substances taken. Supply chain should be the overwhelming priority of PCC's if they are talking about resources to tackle the issue.
