If these handpicked prisoners go on to cut the offending cycle it's worth every penny... BUT whilst the PCC providing the initial seed funding to test the project is honourable, these kind of costs need to be picked up centrally.

PCCs aim to cut crime and deliver an effective and efficient police service within their police force area' As per the comment below can understand the basic thinking behind this but I do not see this as fitting the remit of the role of PCC as defined above. PCC's around the country trumpet a number of initiatives funded by some 'pot of money' but money spent one way is money that cant be spent on something else. Being cynical this is just really PCC's saying 'look at me and what I'm doing' but on someone else's dime.
