A PCC using common sense, what next?. Perhaps inventing the wheel?. In my service I saw something scraped then brought back, ie neighbourhood officers etc. Scrapped to put officers on shift strength, then a senior officer has a "good idea" to bring back local neighbourhood officers!!!.
