Rather than sit in judgement watching dip samples of CCTV of an incident it would be more beneficial for HMIC to spend a couple of shifts with the staff over a weekend and/or nights to get a flavour of what a busy custody suite can be like. They clearly have no experience of trying to restrain an individual who simply does not want to be restrained (using those 'approved' techniques picked up on the one/two day a year refresher training the job allows)

So the Police are responsible for the delays in ambulance response times and the lack of places at the acute mental ill health assessment facilities!
